AIR is essentially Flash for the desktop. It will soon be used on far more platforms than Silverlight. ActionScript is already a widely used language. Flash's speedy distribution history leads me to believe that within one or two years, most of us will have AIR installed. Besides, nobody wants to download another plugin from Microsoft.
